SERVICES

Planning and Coordination Services

Since its inception, NCC has been involved in a number of activities pertaining to planning and coordination and formulation of policies and strategic intervention for the industry.

Notable strategic interventions undertaken include:

  • Preparation of a ten-year training programme for contractors on bridge works

  • Fostering the establishment of seven trade and professional associations for architects - Architectural Association of Tanzania (AAT), engineering consultants - Association of Consulting Engineers Tanzania (ACET), civil engineering contractors - Tanzania Civil Engineering Contractors Association (TACECA), stake holders on road works - Tanzania Roads Association (TARA), arbitrators - Tanzania Institute of Arbitrators (TIAB) and quantity surveyors - Tanzania Institute of Quantity Surveyors (TIQS).

  • Preparation of the draft Construction Industry Development Strategy which was adopted by the government in 1990. 

  • Coordination of the formulation of the draft Construction Industry Policy  which was adopted by the government in 2003. 

  • Coordination of the establishment of a Construction Industry Development Fund which is aimed at providing funding needed for construction industry enterprises for accessing work opportunities and promoting their competitive performance on conditions which can easily be met by its members.

Technical Audit Services

In view of the risks associated with project failures it has been recognised that project promoters and financiers require an independent review on the performance of their projects. NCC established the project audit service to fulfil such needs in 1991. Project audit is applied at any of the stages in a project's life cycle, that is: pre-project, in-project, and post project.  Pre-project audits demonstrate the viability of the project or on how best to implement the project.  In-project audits review an ongoing project at design, tender, and construction stages; diagnose its problems and recommend means to improve project performance particularly for projects that are overrunning time and cost targets, and in situations where there are doubts on the quality of work.  Occasionally post-projects audits are required to investigate lack of proper performance of completed projects or to help clients record good practice for future projects. 

General Consultancy and Advisory Services

An average of 36 advisory services are handled per year. The advisory services are in the form of short term consultancy assignments; particularly in relation to review of tender evaluation, selection of consultants, training needs assessments, work packaging, preparation of tender and contract documents and project management issues.

Settlement of Disputes

In 1983 a formalized procedure for settlement of differences and disputes through conciliation and arbitration was established.  It has published Arbitration Rules and maintains a Panel of Arbitrators to facilitate the settlement of such differences and disputes.  Since the service was established in 1983, about of 120 cases have been handled.  The Council assists in appointment of adjudicators too.

Contractor Development Services

NCC conducts hands-on training programmes for contractors.  During the past five years focus has been on training programmes related to gravel roads works (both labour-based and machine-based); maintenance of bituminous roads, rehabilitation and maintenance of bridges. The training also includes technical, managerial and business skills development. Since 1997 and up to the end of 2001 the training had covered 200 contractors.

Consultants and Employers Development Service

The purpose of this service is to create capacity for planning, designing and contract administration on the part of consultants and capacity for outsourcing of works on the part of employers.  Topics covered include business management (business planning, marketing, financial management), procurement, contract administration, quality management, time management environmental management, management of claims and legal aspects of construction contracts, work measurement, rate-build up and estimating, conditions of contracts, settlement of disputes, supervision of road works and bridge works.

Since 1997, the NCC has been a major partner in capacity development of Local Government Authorities through training.  The training mainly covers procurement and contract administration issues at all levels including Councillors, District Engineers, District Planning Officers and District Treasurers and District Executive Directors.  By November 2001, the training has covered a total of 2,200 participants.

In addition, 450 participants attended short courses on arbitration, expert witness, claims, rate build-up and estimating, conditions of contract, legal issues of contract and tender evaluation were conducted.  Furthermore, 15 technical personnel from three districts underwent on the job training in supervision of labour-based road works. 43 technical personnel of TANROADS Regional Managers Officers attended tailor-made courses in supervision of road works, bridge works and works measurement. 

Information Support System for the Construction Industry

The Council has for a long time been offering information support to the construction industry on unit rates for roads and buildings, list of locally produced construction materials, and price indices. It also publishes technical guidelines and a bi-monthly Construction Business Journal and maintains a reference library

In order to create a  central reservoir of information for the construction industry the Council is establishing a computerized Management Information System for the construction sector. 

The Council has also been participating in National Regional and International Forums.  Currently NCC is a member of Permanent International Association of Road Congresses (PIARC) and International Council for Research and Innovation in Building and Construction (CIB).

In 1998 NCC successfully hosted in Arusha – the First Meeting and Seminar of CIB Task Group 29 on Construction in Developing Countries.

In 2001 NCC organized the first Construction Industry Forum in Tanzania and an exhibition of building materials and services.  The Forum is a platform whereby stakeholders can  discuss issues pertinent to the development  and performance of the construction industry and provides an opportunity for marketing of building materials and services.  The Forum  is an annual event.

The Construction Industry is one of the sectors that can contribute to poverty eradication through sustainable employment creation and human resource development. Immediate possibilities to create employment opportunities are available through labour based construction related activities and community based delivery arrangements.
